“中国制造2025”打造中国版“工业4.0”蓝图
当美国人开始“第三次工业革命”，德国人启动“工业4.0”战略时，同为制造业大国的中国也宣布，将通过三个十年行动纲领，力争在2045年左右成为工业强国。
这一重要的信号源自于首次出现在政府工作报告中的“中国制造2025”概念。这一信号引发外媒高度关注，最新一期《经济学人》杂志亦将“中国制造”作为封面主题，关注中国如何打造自己的“工业4.0”蓝图。
中国工信部部长苗圩在刚刚结束的两会上表示，中国计划通过三个十年的行动纲领和路线图，完成从制造业大国向制造业强国的转变。“实施‘中国制造2025’将成为中国制造业从大国转向强国的第一步。”
据统计，20多年前，中国在全球制造业产出中占比不足3%，如今份额已近1/4。全球近80%的空调、70%的手机以及60%的鞋类都是“中国制造”。尽管中国制造发展到今天面临劳动力上升等诸多挑战，但制造业对中国未来的发展仍举足轻重。
仔细梳理中国政府工作报告、计划报告和财政报告，围绕“中国制造2025”规划，中国迈向工业强国的发展蓝图清晰可见：
传统产业加快转型升级
政府工作报告提出，促进工业化和信息化深度融合，开发利用网络化、数字化、智能化等技术，着力在一些关键领域抢占先机、取得突破。
计划报告则提出今年要“出台增强制造业核心竞争力三年行动计划”，着力突破工业机器人、轨道交通装备、高端船舶和海洋工程装备、新能源汽车、现代农业机械、高端医疗器械和药品等重点领域核心技术，推进产业化。
新型产业将成为主导产业
高端装备、信息网络、集成电路、新能源、新材料、生物医药、航空发动机、燃气轮机等重大项目写入了政府工作报告；首次提出制定“互联网 ”行动计划；首次出现“工业互联网”概念，推动移动互联网、云计算、大数据、物联网等与现代制造业结合。
提升服务业支撑作用
政府工作报告明确提出，大力发展旅游、健康、养老、创意设计等生活和生产服务业。
计划报告则进一步列出了支持发展的高端服务业，包括工业设计、融资租赁等生产性服务业；研发设计、系统集成、知识产权、检验检测等高技术服务业，促进服务业与制造业融合发展。
深入实施创新驱动发展战略
政府工作报告明确，国家设立400亿元新兴产业创业投资引导基金。
计划报告提出，2015年研发经费支出与国内生产总值之比预期达到2.2%。
预算报告则提出，积极推进各类科技计划优化整合；建立国家重大科研基础设施和大型科研仪器向社会开放的后补助机制，促进科技资源开放共享；加快推进实施国家科技重大专项；加大创新产品政府采购力度等。
苗圩表示，“中国制造2025”与德国“工业4.0”有很多相同之处，也有不同。据了解，德国实现“工业4.0”大概需要8-10年，和“中国制造2025”大体在同一个时间段，而且从内容上看，德国“工业4.0”和中国前期提出的工业化和信息化深度融合有异曲同工之处。
对于不同之处，苗圩说，主要是中国和德国的发展阶段和工业水平不在一个起跑线上。 “德国总体处在从 3.0到 4.0发展的阶段，我们的工业企业有些可能还要补上从 2.0到 3.0发展的课，然后才能向 4.0发展。 ”苗圩说，中国要结合国际和工业实际，把发展的路径选择好，走一条更好更快的发展道路。
